Some believe up to twelve hundred, so that was like twelve hundred laws that the people were trying to live up to and the Pharisees and Sadducees. They were very critical of others and found that a live their religious life, and when a person felt that they were doing good, but have no fear the Pharisees and Sadducees are here and they would like to know how far short. And so Jesus is telling people and reselling them those of you who are weary and heavy laden with trying to keep all the regulations and all of the laws and all the do 's and don'ts of religion.
